I'll explain a little then...
The the droid repair tool was actually in game once. It was supposed to repair droids but never did.
Bug buggety bug bug bug... and the devs did as they always do with things in droid-engineering: Instead of fixing it they removed it.
There, that's the reason there's no repair tool available.
