Buh? Stormtrooper armour for high-factioned Imperials? Why? They were cannon fodder in the films, a dime a dozen.
Anyway, there's nothing inherently Jedi about cloaks with hoods. In fact, you'll note that a lot of the Jedi don't even wear cloaks in Episode 2. Heck, Luke only wore one once.
They're functional, not factional.
