Noob question ... how long does COB last? How long is the downtime?

Look at your Center of Being Duration skillmod. There's no downtime after it wears off, but unless you're a Zabrak or Mon Cal you're not going to want to spam it much.

I am indeed a Zabrak, but why would I not want to spam it otherwise? Does it tax the mind?

Humans can set their stats to very high levels for all stats. It's referred to by some as a "bug" by others as an "enhancement" and some as the benefit to playing a human.
SWG is like smoking... every patch gets you that much closer to quitting.

yeah thats not right, at max 650 i would think for all of your secondaries
