Where do I go OR what do I do to get this?

I hear it is Nice to get for power lvling.

You could spend your life looking for one of these and might not find one since they're so rare. Don't count on finding one of these. Just go to your local weaponsmith for power leveling weapons.

Why would it be nice to use for powerlevelling? And where did you hear that it would be?

Pretty much every looted weapon has terrible condition, including (legendary) and (exceptional) weapons - So theres a high risk that repairing it will break it.

Definately not worth it for an item that rare.
