I remember pre cu they did help a lot

Are they now good or more useless like for jedi (3% incraesement)

They don't help as much as pre-cu, but they are still nice.
And it depends on your template. I have 115 speed before tapes, so they don't really make that big a diff to me.

diminishing returns plays into this alot, i don't know the math behind it, but my +25 2h speed AA didn't help me a whole lot

It helps the most in your special timers. Otherwise won't notice a huge difference.
