It's pretty tough right now for PH's. They are starting to come around as ppl actually are coming back to melee.
As far as stats go, it does vary on your playstyle. Personally I try and work with as low a sac as I can and with some rather average geo loot you can get your 82 (cap) sac and still get 900ish max dmg.

No, you shouldn't aim for that. Yes the damage is good but the SAC is way too high. If you have a hammer with 104 SAC then you'll get tired out in about 3-5 attacks. My hammer is 600-1084 but I can take it to 634-1100 with a Damage Power Up. The SAC on my hammer is 91 so I can pretty much do all the Special Attacks and not be tired out. I suggest you just personaly ask a Weaponsmith to build you a Power Hammer with a low SAC and then get a damage slice and a speed slice using an Illegal Core Booster.
Highest damage you can find (minimumof 1050 max)- <3.0 speed, ADK, SAC pup, win.
You guys need to take in the fact that some servers dont have the resoucres that others do. Meaning for instance on my server its almost impossible to get 80 sac without a PuP and 1k dmg, u need to consider ur server and ask ur loca weaponsmiths and big time weaponsmiths to get ur own little avg

IMO a good set of stats for a CU now would be something like 1100 DMG and 90 SAC ... wouldn't be too expensive!. Off course I am not listing the best stats here because a PH with the best stats would cost an arm and a leg ^_^

eh thats a good hammer i guess, but low damage. if your pup only does that much, get better ones. and also, SAC pups are better. my SAC unpuped is 87, puped it 62... now thats low.

This is my take on it too, especially in PvP. One fast weapon with very low sac, to keep action up and for putting states and such, and then one with heavy max damage, for the killing blows.

The lowest SAC power hammers are currently being made with a Geo core madefrom red cubes and experimented for low SAC. The best red cube that I have heard about has a -14 SAC mod. You can make a Geo core with Geo solidifying agents to improve the min and max damage of the core.
If you are looking for lower SACin a PHyou might just want to plan an outing to the Geo caves to see what you can loot.

I don't think the Solidifying Agents add to min damage...just max. On all of the ones I've seen that's been the case, at any rate. But its definately possible (with very good resources and as a 12pt WS) to get -14 Red Geo Cubes, decent sol. agents (+20 max damage would be good) to get the base damage around 489-1041, a speed of 2.8 or so, and (given some amazings in the experimentation process) a SAC in the midto upper 80's. A full damage slice should boost that to 530-1120 and you can get a 2% spd slice to get the speed down to 2.75. With a SAC in the 86-89 range you can get by without a SAC pup and boost your damage instead.
The Red Cubes and Sol Agents are 'relatively' easy to come by in the Geo caves. They can be dropped from pretty much anything. In an hour of looting I usually end up with a bunch of -6 to -9 Red Cubes (in addition to a lot of less useful items) which can at least get your PH into the low 90's. And in about 10 hours of total looting time, I've gotten a set of -12's and -14's. Sol Agents seem to be a bit more rare and I usually only get one set (if that) in an hour's time.
Its kind of a pain in the ass, I admit, but its probably your best bet.
