They don't really have to be highend NPCs to drop them. On anything lower than NS, don't expect to find +7 or above, but you can get plenty of decent ones off of medium level mobs. For exacmple, Aakuans have always been a favorite, but beyond that even faction NPCs can drop half decent SEAs. I've got a 2h speed +5 AA that was looted from a Rebel (probably a high level one, but I wasn't the one that looted it so I don't know for sure).

From loot bins in caves, from high-level NPCs (Nightsisters), and maybe Nyax.
