i think anyone can get the quest for the schematic. swordman just gets the cert.

not sure you can at novice swordsman. from what i read you need to be master in a combat prof and equipped your best weapon.

the more simple is to discuss with the npc who give the quest and see if you're too weak

Aoccdrnig to a rscheearch at Cmabrigde Uinervtisy, it deosn't mttaer in waht oredr the ltteers in a wrod are, the olny iprmoatnt tihng is taht the frist and lsat ltteer be at the rghit pclae. The rset can be a total mses and you can sitll raed it wouthit porbelm. Tihs is bcuseae the huamn mnid deos not raed ervey lteter by istlef, but the wrod as a wlohe.

they've changed it... you don't need to be so strong to do it. when you converse with him he will say "you don't look strong enough, interested anyways?" just say yes
