i have an ubese shirt and i only puve with a full ubese set.

could i wear someting else that not decay ( like ubese shirt ) and where i could drop attachment on it.?

I hear a mabarri belt doesnt decay, and i do think a backpack could be used to put some SEAS in it.

Also could i wear any of faction backpack ( spec ops ou LWM )

Last, how could i efficiency use SEAs when wearing a composite ( if i wish to pvp).

I never did geo cave yet, should i wear a stun composite there or a ubese will be good enough ?

As for items that don't decay at all, I believe you may be right about the mabari belt, not entirely sure though. I know for sure you can get an Ubese Bandolier (if you can afford to deequip your backpack) and that can usually give you another 4 sockets.

Keep in mind however that the mabari belt, and the Ubese items are Armor Attachments, which is generally a good thing, but if you need Clothing to put them in, you can probably get a belt, shirt or bandolier as well. The only problem with the clothing option is that in non-factional PvE you can still take decay on that clothing. As of now the condition of clothing doesn't affect whether the stats work or not, but it could be fixed at some point.

Edit:

As for using SEAs with composite, the Ubese Shirt, Bandolier and Mabari belt all can be worn with armor (shirt under it, and bandolier/belt over it ). This allows you to place SEAs in those clothes and wear whatever normal armor set you want without worrying about the decay. Same applies for regular clothing as well, any shirt can be worn under armor, and any bandolier/belt can be worn over it. The only restriction to this is Flightsuits... I believe any body suit can have at most the helmet, gloves, chestplate and boots from armor on top of it.

As for the genosian dungeon, your Ubese might work fairly well in there if you can get the Genosians to attack you with melee... basically just get in Melee range as soon as possible and you should be ok. Stun composite helps a bit in there, but it's also really expensive.
