Im quite interested in how this would work now considering anyone and everyone is buffed, negating all HAM costs for anything.

I imagine that they would still work the same whether your buffed or not. The reason why the devs want to change the HAM cost is to prevent people from spamming specials 100 times in a row like you can do now with a good buff....get rid of spam fest so to speak, I don't think they like the idea that players found that you can get buffed and as long as your secondary bars are above 1500 after any encumberances from armor, specials cost nothing......so basically under this system, you probably would still be able to spam specials but each time you use a special, your total HAM decreases effectively making you vulnerable for a short period of time leaving a greater chance for you to get incapped.
for example, if you have 1000/1000 health bar and you spam a special that cost you 50 points10 times in10 seconds assuming your at the 1 sec speed cap....then your health bar would then be 500/500.....the amount of time it takes to get your health bar back to 1000/1000 i'm not quite sure of yet....but it only makes sense that if you continue to spam specials non-stop, that amount would be insignificant because at the speed cap you would use up all your health bar, thus making it so that a stubbed toe on your partcan incap you......kinda makes you think twice before you run up on a nightsister and spam a special 75 times (which is what it normally takes to kill one for the not so powerful).

yes, I too have always thought that all mobs in the game that use special attacks should drain HAM too....I mean they already have 2 - 300 times more HAM than we have, plus npc's heal themselves and some have force powers.....we drain HAM with every shot, have significantly less HAM and still the devs want to nerf all our guns.....just hand me a toothpick and put me in a rancor pit and tell me to figure out how to survive.....
Secondly, yes the npc's will get all force powers and weapons back....it's in this publish that's currently being roled out to live as I type this.....publish 8 to be more specific.
