I have been looking for a few days now with searches and just by hand off and on for the post that had a URL in it with a good tool to calculate how much more ++ to 2h speed you need to cap a weapon as well as its damage done in PvE with each special. I recently found a tool/url that doesn't seem to be working anymore or is broken, but anyways...
Can anyone give me a URL to such an active tool?

There's a similar one here, which also can calculate DPS for different professions. For some reason, the numbers I got were different with these sites.

It is the constant that your damage output is multiplied before hitting the target.
Eg, 2hHit3 has a x4 multiplier.
If you max dmg on the weapon was 100, it would be 100 x4 = 400.
That figure, is then multiplied by the constant, ie 400 x1.8667 = 747 damage to the target.
It was obtained by the emperical testing made bya member of the community.
