I dont know specifically what it does, but it increases your defenses when you are fighting. I have found it to be very useful when fighting larger MOBs like elders or krayts. It will noticeably tax your mind pool though if you loop it in a macro especially at lower levels, so you should only use it if you are good at managing your mind with food and spice. I would imagine that COB increases your ability to counterattack or dodge, or maybe decreases your opponents ability to hit you. If you use it though it is most effective when looped in a macro, so your defenses are constantly up. Not sure how it affects your overall attack or accuracy, if it does at all. The macro to loop it is:
name your macro COB and copy this into the macro space:
/ui action clearCombatQueue;
/centerofbeing; (not sure about caps, check thecommand in your combat macros)
/pause 32; (the number is the what is listed next to COB in your skill list based on level)
/macro COB (if you named your macro COB this will restart it)
you may have to tweak the time to get working properly and you can run it while not in combat to test it out.

that is a good macro too, I forgot to mention to start my macro you can either drag the icon to your toolbar and then hit it, or you can type /macro COB in the chat bar. To end the macro just type /dump or create a dump macro and drag it to your toolbar. The other macro saves you a toolbar slot, but for me I type fairly fast so I dont keep dump or COB on the toolbar and just type the commands. You could also create an alias to exceute the macro with fewer keystrokes, so you could type /cob and it would execute /macro COB. I guess it just depends on how often you use it and how you want to implement it. An elder is not going to kill you in one or two shots so initiating COB is not a real time pressing issue.
