And Why?
Options I see would be:
Ubese undershirt (do these decay? I heard not?)
BE Long sleeve shirt with +15 Intimidate/+15 warcry
BE Bandoleer with +15 Intimidate/+15 warcry

I believe you can get both Armor (mabari) and Clothing belts with sockets, these with ubese shirts or BE modded shirt are the best to start depending on if its a clothing or an armor attatchment.

Ubese shirts do not decay. They have no condition, and as such, cannot decay. Same with ubese bandoliers and mabari belts. These are the best things to put attachments in. Also if you have a good clothing attachment you could put it in a regular tailored shirt which you can also wear under your armor, of course then you wouldn't be able to wear an ubese shirt.

dont put it in a belt, it prevents you from wearing a psg if u have it equiped

PSG's hmmmm.....must unequip then re-equip everytime u fly or logout........only good when fighting in PVP or occasionally in geocaves......PSG's get destroyed by a SBD in 3-4 shots.........55% energy resist PSG's no longer being made.....no kinetic resists on PSG's.........PUT YOUR TAPES IN A BELT OR BANDOLIER OR SHIRT.........leave the PSG at home except when PVPing.

PSGs are vital for high-end PvP pretty much. I advise if you have sockets, only use it on a Belt if your Shirt or Bandolier isn't free.

wat can u weear under armor other than a ubese shirt? can u wear a ubese shirt AND a long sleeve shirt?

hm... ubese armor shirt is the way to go, the marabi belt is ok too but cant wear a PSG, and also the bandolier prevents you from wearing a backpack, which is a downside cause that 50extra item slots can help alot. basically, the ubese shirt and the belt and the bandoliers are the only thing that you can wear over or under armor that doesnt have a decay rate, even though mods still stick if the condition on the clothing is 0.

I use a mabari belt, and a BE enhanced undershirt with +17 intimidate on it for my speed attachments. The intimidate is handy, and I looted the +5 speed CA, so it didn't cost a fortune.
Also, if you've got any +1's and +2 AA's, get some composite with 90% base (from slicing) to put them in - the higher the resistance, the slower the decay. Biceps seem to decay slowest of all the parts if you wear a full suit.

Put em on my trousers, cos with comp boots on I never get hit in the legs.........
