I must have missed something somewhere. Can someone explain me what that concept is about?

It is a little complicated. Well to get the damage mitigation you must find the range of a weapon. So a 100-300 weapon has a range of 200. There is mitigation 1, 2 and 3. 3 takes 60% of the range out. So that 200 times .6 is equal to 120. One then uses that 120 and subtracts it from the max damage so now the 100-300 weapon turns into a 100-180 weapon. Hope that helps.
