Is there a specific place / npc mob that drops them?

It's pretty much all luck when it comes to attachments, some have their theories, but I highly doubt any 1 mob drops a type of SEA morethen the other. I'vefound a good amount of attachments in my days and ithas all beenpretty random. The only exception I could personally think of is Aa'kuans when they weren't dropping rings not too long ago, I found oodles of rifle speed attachments during that time.
