yea yea i know its a noob q but , what is cob? and what does it really do for me in combat

It allows you to dodge bullets as if you were Agent Smith from the Matrix. When you have it on, no ranged profession will be able to hit you.

As far as im aware it gives you a temp increase to your chance of counterattacking, In PvP it can be a lifesaver, in PvE it is near useless.
