Can we stack the "Enhanced Melee Speed" skill in Force sensitive skills with our regular Swordsman speed?

Saw these today and I'm curious... internet isn't as revesling as I would like in this matter.
Quash or afirm this hope of mine please, can we speed cap without paying for speed tapes?

you can get (max) +12 speed from the FS boxes (and yes it adds to your 2h speed), but you wont be quite capped.

My only worry with this is the fact that the "enhanced melee speed" is a new mod altogether, and not adding to each type of melee speed. I've got Melee Speed I on TC1, but I can't tell if it's working or not since my speed mod is still too low for a measley +3 to make a difference. Once I get to around where cap should be, I'll report back, but that will probably be a while.
