it will most likly be a limited use drop schematic. because it is not A: No where can you find where it is on that we get certed for it and B: not a Schematic in the Weaponsmiths skill tree.

I have a feeling it will most likely be quest based to get it. or maybe it will be a new drop from the Sith Thugs from the village quests(highly doubt this one). Or it could possibly come from the new planet we are getting. but we will not know for awhile.
