Is there a power-up that will add either: a) 33% min; b) 33% speed; or c) 33% max?

I've always used +33 mind cost +16 max damage.. since mind always seems to be the first thing that starts to go on me..

Not for melee. Melee powerups only get those as a second ability, or 3rd, etc, which will max at ~16%.The powerups I use have mind cost (33%), max dmg (~11%), and min dmg (~6%). I'm waiting to get better ones made, although getting the ones you want with 3+ mods takes a lot of tries on the artisan's part.

i have a special PVP hammer that, with +33 mind +16 max damage goes to 780 max damage
it rocks in combat when you are unbuffed and diea lot so vasarian and canapes do not work...
it kills an unbuffed mind spiced TKM in 3 headhits...

You should be using a min damage powerup for pvp. max damage is destroyed by mitigation, whereas min damage is not affected. I spent about an hour one day calculating the average DPS using min vs max powerups for all my fencer and swordsman weapons and there is a distinct advantage to be found using min damage powerups rather than max damage when it comes to damage mitigation. for pve though max damage is still best because MOBs and NPCs don't mitigate 60% of your Max-Min damage range.

I normally use some that I make myself - and these are generally a combo +33% Health (as PH's have higher health cost than normal and are bad when unbuffed) with a 16% Min Dmg and 8.59% Speed, or a +33% Mind with various min dmg/speed/range attack mod PuPs on them (I like to use 3 and 4 stat ones).
Speed, min damage and range mods (ie; accuracy) are kings when it come to Melee PuPs

in PVE i stoped using power ups cuz they get destroyed way to fast. but when i do feel like bothering with PvP i use the 33% mind 16% min damage and 8% speed. they are good for PvP but for me in PvE it just destroyes my hammers to fast to do any good

Mostly 33% mind /16% speed, especially when levelling. Still prefer these at master as I have no tapes, though sometimes for fun I'll use the mind/ max damage ones.
