I have an N-K executor and with pup i can get it down to .9 speed, someone told me that speed comes to a number where it eventually doesnt get faster, is this true and if so what is this number?

I've heard that there is no cap. There comes a point where getting more speed tapes will make little to no difference though.
I'd be happy with .9 speed tho

no cap but theres diminishing returns so every point after does just a bit less than the one before it till it isnt noticable

at 200 modded speed i heard there is no longer any gain for having over that number... and no there is no cap... but your going to be swinging your sword for 5s and be out of action... lol.

You don't have to do a special on every swing. Melee Hit is a viable attack with ultra-fast weapons and using a low sac high damage special like head hit can increase your damage dealing potential over time versus trying to do max damage every hit. Only when you need to front-load damage should you be hitting with consecutive damage dealing specials. Debuffs, melee hit, and Head hit will net you just as fast a kills but leave you with more action to continue the fight on the next target.

I know... but there still is a delay for each of these attacks... what i'm saying is that there is no point to swing at .9s since in order to hit at that speed your going to need to be doing 3 diffrent specials.
melee hit seems to have a delay of about 1.5-2s and head hit of about 2-2.5
imo the best speed on a weapon is 1.5s cuz really your not going to need to swing your weapon more then that.

+25 speed tape will give you approximately a 4% speed increase
