no, actually you cant get to the room where necrosis spawns unless you do the quest or you are in a group who is doing the quest.
i however dont know how to start the quest, both times ive fought necrosis, ive been in a group who has someone holding the mission
Yeah I think you need a crystal and speak to the droid at the bottom before you can get entry to Necrosis...there will be walkthroughs of this on the Quests and Missions forum so best to look there.
Somone on Radiant Trade Forum has stated they have an NK with 800 DPS..no idea if this is pupped/sliced etc but if so thats massive damage...my PH which is still damned good has 700 DPS with pups, would be nice to actually have a Sword for this old Swordsman to wield though.

Was it Bio-Linked? Weapons and Armor that have been Bio-Linked can't be sliced due to a bug.

necrosis weapons are not biolinkable... it is slicable no problem.

this is no quest. you have to backtrack and grab the key then enter.
if you want to do the quest for it you have to complete most of the missions in the myyydril village then you can get the quest from the doctor. still you have to obtain the key.
The Necrosis quest is quick and (relatively) easy to complete, the main problem is getting to the bottom of the Myyydril Cavern to start it 
Basically, head right to the bottom of the cave, to a Battle Droid NPC who's guarding a big gate. Talk to him a little and Truen Lorn will ask you through the medium of this Droid to collect an Irradiated N'akktra (sp?) Crystal, these are found in the spiralling cave area just outside the last "big" chamber of the Caverns. There is a small stream running from one side of the room they grow in to the other, and in there are some reddy pink crystals you can "use" on the Radial Menu, these are the ones the Droid talks about. Go back to the Droid and talk to him again and you and your group will be moved to the Necrosis Cage, where the person who talked to the droid should go talk to Truen Lorn, which makes NK-Necrosis spawn with his two NK-3 Buddies I'm not going to pop a guide to killing him here because, frankly, I'm not sure what the best strategy for it is.. Having said that, I've killed him with my hunting buddy, we're both Defender/Sabers with healing. It's tougher now with the Jedi healing mindcosts but still very doable. The main problem with him I find is he hits Very Very hard He's not dropped an Executer for me yet, mostly Ranged weapons 
However - If it's just the Sith Sword you want, there is a slightly longer winded quest that's a bit easier.. Starts from Carl the Wookiee in the Rryatt I believe, then moves onto another Wookiee and involves stealing a Trandoshan radio, then talking to the Wookiee Dancer in the Great Tree Cantina, who gives you some Space quests as continuation, when you have completed this quest it's back toKashyyyk ground and back intothe Rryatt to rescue a Wookiee from the Trandoshan Camp you visited earlier (Webweaver Path,behind the Feral Wookiee camp)then more space quests, one to shoot down a Trandoshan Broodmaster while flying around the Avatar station. Back to ground and it's a Bothan giving you missions now, eventually you have to kill Broodmaster Hss'kss (sp?) in the Webweaver area of the Etyyy Hunting Grounds, he's CL 84 and actually wields a 2hand Sith Sword in close quarters. Once you've defeated him the Bothan gives you the Sith Sword as a reward, and that's as far as I've got so far - I was at Midnight last night just inside the central complex of the Blackscale Compound - Jeez that place is tough!!
