Hi,

i read in another topic that i need a +13 speed tape for my two handed weapon to get to the speed cap with swordsman. are there special mobs/npcs out there who drop those speed tapes?

sorry for the noob question...

you could try to kill lord nyax on coro he drops some good skill tapes or you could kill some ns you can get lucky with them somone times.

Not sure exactly what you're asking. If you're asking if they still work, yes they do and you should be wearing them whenever possible. If you're asking if they're as effective as they were, the answer is no, there is less benefit than there once was.
