Ok i am a master brawler/master swordsmen so i have 80 in speed, my twohanded curved sword does get capped out at 1 second i guess, but it's specials are also just as, or almost as fast. My question is how does your speed relate to specials? because when i use my power hammer which is pretty **edit** fast and acts like a near 1 sec weapon on normal swings, as soon as i try some specials like 2handhit3 it takes forever to swing. other specials seem to go alot faster.

I was actually wondering the same thing last night.

I posted this in another thread, I'm not sure exactly how the numbers play in to overall speed, and these aren't my numbers they are from swgcenter.com so take it or leave it.

Time modifiers on all high level moves for reference (all from swgcenter.com):

Area attack 3: 2.5
Head attack 3: 2.25
Hit 3: 2.5
Lunge 2: 2.5
Mind hit 2: 2
Spin attack 2: 2.5
Sweep 2: 2.5

These may be straight additions to swing time or some sort of multiplier, I'm not sure, but as you can see the numbers are significant either way.

They don't hold true for 2h curved sword though. I can chain 5 2h mind hits in about 3 seconds.

No, that makes sense. I would assume your 2 hand curved is faster than 2. That means if the modifier is 80% on speed (just a guess for the +80) then you swing that in about .3 seconds. Then if the mind hit is 2 seconds, that would also be about .4 (assuming 80%) as well. .7 * 5 = 3.5 seconds for 5 of them.

we really just need to get an answer from devs on how all the numbers work.

It's impossible to swing below the 1 second cap regardless. It might seem like you're swinging 5 times in 3.5 seconds, but you really aren't.
