A TK master does all specials at the speed limit. In fact they are speed capped as soon as they hit Master Power Techniques (been there, done that). Don't be fooled by the lengthy animations like unarmed hit 3 (aka Spitting Rawl), the combatspam shows them all being done once a second.
The combat engine's speed equation is such that speed +100 is a 100% reduction in attackdelay, so anything beyond 100 is meaningless. Speed+100 would let you attack infinitely fast,except the speed limit kicks in to prevent it.
The fact that TK gets speed +120 is proofthat whoever came up with the +speed modifiers for all theprofessions, simply didn't know what they were doing. It has resulted in anomalies such as the 8 second T21 being fired faster than a 3.5 second laser carbine, and the TK artist outdamaging us, even against Heavy armor, with a modest damage sliced vibro knuckler.

To answer your question re: speed required to autoattack every second,this will vary with the weapon used:
2.5s two hand curved sword: speed +60 required
3.4s cleaver: speed +71 required
5.4s powerhammer: speed +82 required
A much simpler, and pretty much correct way to look at it is that +X is X% off of your weapon speed.
Thats why at master rifleman I can auto-fire with a 7.5 speed rifle at the speed cap (+90 speed) but can't do all specials at 1 second because the delay of the specials multiplied by 7.5 comes out to more than 1 if you shave 90% off of it.
