Yes that is a normal weapon from the mechanic.
Very nice loots on a lot of these weapons. It's making me drool.
I've only ever gotten 3 exceptional things. I got a set of 10exceptional heavy duty clasps off a spell weaver, another set of I think it was 6 off a protector, and 5 exceptional rancor biles at 14 power and 182 charges today from, you guessed it, a rancor. Damn loot system. One of those terrible exceptional CDEF's would almost make me happier.

Odd that a few months ago no one had even seen a exceptional let alone legendary weapons, and now they're popping up like flies 
Maybe the devs did increase high level mob loot drops
Nice weapons though, the only exceptional thing I looted was a wooden staff...hehe

I had a legendary cdef rifle... it still sucked ass.
A freind looted a +23 two hand counterattack, +25 2h melee speed AA off an elder a few days ago... now I'm very sad because elders give me locked containers. =/

i know its not a lot but ive killed 2 elders. and got nothing and a loot kit peice. hehe. i figure i should have some nice exceptional weapons by now but i dont 
i loot a lot of funny stuff. like a 249 strngth 3% pot mind poison imperial detonator. and a mind fire 7strngth 12% pot dh17 hehe
