...at least, that's the argument that came up the last time KSing was spotlighted on Eclipse.
By introducing NDKs, the Devs pretty much all but handed loot rights to people who got lucky. And with the dropoff in nice loot SINCE then, the chance of looting our own incredible weapons is practically nonexistent.
...who wants to bet ten bucks that the Devs don't even know these uberweapons are in-game? The -1 DOT weapons were a shocker to them 16 months after the game was released. Watch:
"It has come to our attention that some players possess overly extravagant weaponry, which all but makes looting at POIs like the Graveyard and Nyax Compound all but impossible for other players. These weapons are bugged loots, representing the weaponry the items NPCs were equipped with. All of these weapons will be fairly *balanced* to promote equality and fairness in the game immediately. Looting items from high-con mobs should be something all interested players can, and should, be able to experience and enjoy, not just those with exceptional/legendary weaponry. When we thought up the ADKs, we didn't expect it was going to be the opening gambit towards shutting off high-level looting ability for all those who didn't possess superweapons."
