It affects all combat, not just melees. Every class gets a bleed.

You don't get full XP for doing bleed damage, either. So that could be part of the reason that the XP was low for the target. I have tested this, too, by the way, by kiting Fambaas with Mindshot2 and then later with Headshot3. I get way more XP if all the damage I do comes from my gun, not from my bleed effect.

now im using frenzied grauls to take out the at-st's, it takes a LONG time but it works :/

Bleeds against AT-STs were nerfed in the last patches................
