To be clear on this, I looted this from a random spawn of Dark Jedi Knights on Dantooine. Lynisx was there, he knows. =-)
There are random spawns of jedis in several places. I've seen them in random places on Dant as well as on Naboo and I think they show up other places as well.
As far as I can tell, looting this robe was mostly pure luck. I've killed jedis before and this was the first loot that I've found that was even worth keeping. A lot of high-end NPC's have a chance to drop various forms of loot with skill modifiers. Yesterday I also received an interesting bone bicep piece that had restraint resist, resist to poisons and some other screwy stuff . . . off of an ancient bull rancor.
There's loot out there, but it's very rare. I wouldn't count on finding any Jedis to get your own robe like this though. For one thing, I would guess that all of the mods are completely random and you may well get a robe withy +25 to foraging. =-)

I've also looted many a piece of bone armor from Rancor. None of them have had any special mods though. Interesting, I guess the Rancor feed on newbies.

I know of the DJM on Tatooine. In fact, I met him once. He spawns a bit south-ish of 0,0 on the map.
I met him when I was a master medic/novice marksman.

Guild mate of mine just this morning pulled a +25 structure complexity/+25 food assembly tape off a jedi.
