You cant... the only way i could see you getting a single sliced PH down to 1.9 spd is by using awesome looted geo reinforcement cores with around a -3 to speed but even in that case the only range mod that geo cores affect is ideal and as such the other 2 range mods would be terrible.

my best hammer that i regularly use would be a
3.7spd 151-501dmg hammer. tho ive only made it up the tech tree so far, that spd of a hammer and +25 speed from skill tapes makes things a breeze

644 max, 5.3 speed is the best I've got (damage slice, originally 474 max damage).

min is 608 max dmg, -5 all range mods,..4.3 speed.
Just a 30% dmg slice, on a standard PH.

5.4 speed 165-573 no pup. I buy them in crates of 5 and got 4 20% speed slices, and this one 30% dam.. Range mods are all -2
