Hacks and Scythes are both crafted, and therefor can not be excetional, however I guess it would be possible to craft them from Exceptional components such as Exceptional Yellow Cubes, Pastes, or Geo Swordcores. Although I've never seen exceptionals of any of these. The only Looted Scythe I can ever recall is back before they introduced it to the game as a schematic/quest. Someone looted one off a Nightsister but the devs said that it was a mistake and wasn't even supposed to be in the game yet, and fixed the problem immediately after.

No some weapons are looted. I'm sure you've looted CDEF Pistols and such off of the noob mob's that hang around outside cities. Weapons with (Exceptional) or (Legendary) in the name are looted. But like I said you can get Exceptional compnents and craft yourself an Exceptional Scythe/Hack.

Taneus pointed this one out, but my old scythe was much better. Max damage of 425, speed of 2.4.
