I don't know if this is by design or not, but when your group has rally in effect no one can harvest or train. You don't get a window for training as if you are in combat, and when you try to harvest you get the same "state" error message as if you are still in combat.
It was like this 100% of the time my group leader had rally up yesterday and I pointed it out to him, since he was unaware.

Known issue, can't harvest, dance, craft, or train while /rally'd.
We will get this changed quickly.

Okay, I wasn't sure. I didn't remember seeing it on the huge list of issues during beta.

tonight was the first time I've been in a PvP group without Docs, so I was using rally. After using a rally, I noticed that none of my specials were actaully applying...I was getting the spam, and the HAM hit, but /steadyaim wasn't giving off the +steady+ on my group members heads, /retreat wasn't burst running, and so on...boostmorale, and even rally.
This was fixed when I cloned.
Then I noticed it happen again. This time I was watching for it, and I think I've tracked down the bug.
If you /rally again successfully *before* the first rally goes away, it seems that none of your other skills, with the exception of /sys were working.
Has anyone else encountered this? I know that /rally isn't used very often, but in my no-Doc PvP group, it was helping quite a bit.

I was leading an 8 player group on dantooine earlier, and noticed that when I used Rally only myself and one other person would be affected by the bonus. It was always the same person (a level 66 pistoleer) and no matter how close or how far away from any other member of the group, they didnt get the rally bonuses.
Is this a new bug? Am I doing something wrong? Anyone else notice this?

You need to be at least the same faction status or higher than your group mates to affect them (with SL skills, healing, or anything else like that).
IE: If you are On Leave and your teammates were all combatants or SF (except for the one other guy that was getting affected) - you can't boost them.
Go Combatant to affect most of your group mates, or SF if you want to make sure to always boost 'em all.

The only other thing I can think of is range.
I don't know the exact distance, but if they're say, 100m or so away - chances are they're not going to benefit from the /rally.
I know the range is well less than 100m, just arbitrarily throwing that number out there. It doesn't cover all party members on the planet like /retreat does.
If it's not a question of range and/or GCW status - it's the first I've heard of it not working.

if you were combatant at the time, what were they? also, the factions will play a part. i.e, if you're imperial, rebels wont see a benefit. but then again, why are you grouped in the first place?

Aha, the truth is starting to seep out! =)
Anyone you couldn't normally heal/buff/whatever/etc won't be able to receive your SL benefits either.

i had the same bug but............i nutrient injected 7 out of 8 of my group. but when i did rally command only one guy got the rally icon everytime. and yes i was on dantooine also. not sure if everyone got the bonuses and not the icon or visa versa

Odd. I wonder if there's some glitch in how the game's reading your status then (ie: maybe your toon is bugged and not the skill?)
I've used rally literally hundreds of times in the last couple of weeks and not once has it behaved in any unusual manner.
And yes, most of the hunts have been on Dantooine as well.
I'm assuming you guys (the SLs) were in relative proximity to your group mates (not hundreds of meters away) and *even more obviously I hope* you were the group leader at the time?
