Well as of now, no one will be able to create groups larger than 8. The devs have said that it makes things harder to balance new content or rebalance existing content when a group without a SL couldn't do it, but one with could do it too easily because of more people. And if that were to happen it would make SL a MUST HAVE profession for any group which the devs don't want, since that restricts game playability.
