Can anyone explain the impact of the CU Level system on Squad Leader skill bonuses?

What I am driving at is whether or not there is a negative effect on Squad Leaders caused by the new level system. If it is the case, as many people in the Test Center Forums have said, thatcombat outcomes are based on the Combat Skill Level of combatants and not skill mods then this will make the skill modifiers Squad Leaders provide meaningless and undermine the point of having Squad Leaders at all. I think this is a serious issue with some significant consequences for Squad Leaders.

What is the point of going Squad Leader (beyond the command and control aspects of communicating with the group) if the bonuses to skillmodifiers that Squad Leaders provide are an irrelevancy in the context of group Con determing combat outcomes?

Has anyone been able to test any of this?
