Does using a special like rally or steadyaim increase the Squad leader XP that you receive in a given encounter?

AT best, in an indirect way.

Your XP is based on the Combat XP of the people in your group. So if your /rally somehow causes someone to recieve more combat XP, then you get more XP. In practice tho, the benefits are unnoticable.
