Ive seen a lot of great ideas on the SL forums about fortifications, so I thought I would toss my own into the mix. I feel the best way to handle fortifications is with a new skilltree. Amalgamate two of the current trees, and add the new Fortifications tree. There would be NO fortifications at Novice Squad Leader.
Fortifications 1: Sandbag Emplacement Schematic
Sandbag Emplacement Use Skill
Fortifications 2: Fortification Skill Enhancements(eg, +ranged/melee defense bonus, +weapon
speed/accuracy bonus etc)
Fortifications 3: Bunker Schematic
Bunker Use Skill
Fortifications 4: Fortification Skill Enhancements(more of Fort. 2 type bonuses)
Master Squad Leader: E-Web Emplacement Schematic
E-Web Emplacement Use Skill
Fortification Skill Enhancements(more of Fort. 2 and 4, plus perhaps
something new like +Dodge/Block/Counterattack mods)

Sandbag Emplacements - Small, similar in size to a Novice Scout Camp, either semi-circular or
rectangular in shape. Provide small bonuse to HAM regeneration, as well as
Bonuses from the rest of the Fort. tree. Can be deployed within NPC cities, but
not indoors. Take 15 seconds to "spawn"(ie, appear in the gameworld).
Bunkers - Requires a Ranger Camp as a componant in crafting, has one level(no stairs or anything) and
looks like the a concrete pillbox. Provides moderate bonuses to HAM regeneration, permits
Health and Action wound healing within(hence the Ranger's involvement) as well as bonuses
from the Fort. tree. Cannot be deployed within 100m of NPC cities, cannot be deployed
indoors. Take 30 seconds to "spawn"(ie, appear in the gameworld).
E-Web Emplacements - Requires an E-Web as a componant in crafting(new Weaponsmith item, cannot be used
other than as a part of these Emplacements), looks like a Sandbag Emplacement with
a stationary tripod mounted E-Web. Provides no HAM regen bonuses, or wound healing
but retains Fort. tree bonuses as the others. E-Web is manned by a commando(the
mechanics for this are already ingame with the new Controllable Base Turrets),
but is not a heavy damage dealer. Commando gains new Specials at Master level
only usable with E-Web, most will be Conical AOE posture/state changes. Can be
deployed within NPC cities, but not indoors. Take 60 seconds to "spawn"(ie, appear
in the gameworld).
A Squad Leader can only have one Fortification active at any time. All Fortifications will timeout in 30 minutes and be removed from the gameworld. All Fortifications will timeout in 3 minutes if no member of the Squad Leader's group is within their boundries.

What do you think? The way Ive set it out gives all the Emplacements a role, regardless of level. The Sandbag Emplacements are great for short city fights, either as a quick stopgap measure after a fight has started, or as the attacker, in both cases because its quick to set up. The Bunker is perfect for Player Cities or as a fallback point when assaulting a base, you just need to keep a doc behind the front lines to prevent it de-spawning. The E-Web is the most defensive of the three. Its not a bog damage dealer, because this would make it almost impossible to attack anywhere, but its Conical AOE state and posture changes create a "pinned down" effect, which reflects its description as an anti-infantry weapon. You can use it to hold your attackers down while your melee cut them up or your snipers pick them off. Plus, it adds some interesting tactics to city combat, as you need several SLs to cover every entrance to the city with E-Webs, and if you dont have every entrance, your opponant could perform a feint to tie up your heavy stuff, then charge in from behind
Suggestions on how to improve the ideas would be great.
