How does this correlate to squad leaders? I am referring to the Race attribute of +10 Leadership for humans.

It doesn't...

+10 to Leadership is a useless bonus.

Yeah I will try to see what we can come up with how to use this during the revamp. Too bad Mon Cals didnt get the bonus, then they would be the ultimate SL (largest mind pools).
