I'm about to begin training in Squad Leader, and have a few questions about some of the specials. I look forward to reading your responses.
Rally
Does the Rally command work as a combat command, and therefore show up in the combat queue? if so, what is the delay associated with the command? My understanding is that this command is a short-time buff, what is the duration?
SteadyAim
Does the Steadyaim command work as a combat command, and therefore show up in the combat queue? if so, what is the delay associated with this command?
Volley Fire
Does volley fire work as a short-time buff, or do I need to reapply it for each time I want my squad to volley fire? If the latter, does this command work as a combat command, and therefore show up in the combat queue? if so, what is the delay associated with this command? Will it only volley fire to the player's target, or will it volley all incomming fire back tomultipleattackers?
Boost Morale
Does Boost Morale redstribute the wounds based on the specific pool, ie my Combat Medic's 1000 mind wounds will be redistributed to 50 mind wounds on a group of 20? Or does it redistribute to all 3 pools ie. 1000 mind wounds to 17 wounds to all stats?
/set+command
Is there any way to unset a shout?
Retreat
Is there a timer assosicated with the retreat command, or can i use it as soon as the previous one has worn off?

Not really sure about the combat timers, you'll have to get someone else to answer those for you.
Boost Morale distributes the wounds among groupmembers, but they are still pool specific.
So in your example everyone gets 50 mind wounds if youre in a group with 20 people.
There are times when Boost Morale is very very good... but just be carefull at other times.
You're group doc might not like you very much if you redistribute wounds after someone has suffered major wounds (for example burn wounds) to a stats, and they get distributed, so they'll have to apply dozes of medicines to a lot of people when it could have been more or less eliminated in a single heal.
Unless they changed it (which i highly doubt, especially from hearing some of the CSR stories on the subject) it's not possible to unset the shouts associated with some squad-leader commands.
Retreat, pretty sure you can use this as often as you'd like... =/

Volley Fire is an attack that you make yourself; it goes in your combat queue, can be cancelled through /clearCombatQueue, and does not interrupt your group mates in any way. Your attack just happens to be a single default attack from every member in your group against your target. If it succeeds, that is.
Similar state with Rally and Steady Aim. Rally lasts for 30 seconds, I believe. Not sure on the delay, but it's under 5 seconds.
Shouts cannot be removed. However, they were recently changed to only trigger once every X seconds, where X is either 30 or 60, if memory serves.

I'm not sure on this one as I pretty much always clear my combat queue when I use any SL special. It lasts around 30 second IIRC.

Volley fire does show up in your combat queue, it takes one default attack from all ranged persons toward one target of your choosing. They will then return to their target of choice.

Wound disttribute based on type so if the CMs mind bar is the only wounds throughout the entire group, once distributed all people will have mind wounds. Using TKs to meditate off their wounds and then redistributing is a nice way to clear wounds for a group.
/set+command

You can reset it. /set %command %text where %command = /fromup and %text= Rise and shine campers. I usually reset my commands to be something funny. On Scylla my commands usually talk about drinking. There is a 30 second delay regardless of what command you spam which is nice, but tehre is no way to disable it.

Yes it last I want to say 30 seconds and you can continually run them
