Just tested 10 rallies in a row after the new patch, here's how it went. Rally, Fail, Rally 8 more times. Don't know if it's fixed or I just got REALLY lucky, but it worked 9/10 times. I will continue testing. I still don't know if it actually does anything, I don't see any more misses than usual, still very few, if any.

Doh, sorry to get anyone's hopes up. Right after that streak I got 4 fails in a row. After 30 attempts now I've rallied 18 and failed 12 times. There doesn't seem to be any pattern to it, but I'm going to test 100 of them. This test is however pretty much pointless, because rally itself seems pretty pointless. Just got done doing raid on one of the new rebel bases on Rori and ended up dieing and db'd from hitting 0 mind... from using rally. It costs me 239 mind per rally, but the rebel npcsseemed to be doing random pools and mind not being heal-able got me killed.

As far as I know there was nothing in the patch notes addressing the Squad Leader profession.

Therefore, your results are as expected. What will be interesting though, is the report we get back from the Dev Team regarding our Top 5 issues. Special ability costs/fail rates are on that list.
