As far as I know, no.

SL's can only pass on group defence, not militia bonuses.

That would be nice, but on my server, multiple guilds come to the defense of bases. That would leave the SLs from other cities at a disadvantage, and the groups with SLs from that city at a more desirable setting.

I haven't seen this posted:

A city can specialize:

Stronghold- 150k credits / week A 'Stronghold' has trained its militia members to the peak of their abilities in the methods of tactical defense. Militia members in a 'Stronghold' get a 50 point bonus to all defense rolls against other players

What if a Squad Leader who is also militia passes this bonus onto the members of his group?

i think the idea is interesting and maybe for the SLs from other guilds who would be angry (i know i would be as a member of SSIA) their could be a roster system in the militia so that you could set up other SLs with the increases. Of course that is a change to the stronghold system so i dont know if it will happen
