Does it capat master? Or can you get +25 from skill tapes(add have it be effective, say to someoen in the gorup wiht no scout)?

To my knowledge it doesn't cap at master. However the benefits of it are not all that great beyond +50. Anything above that increases crawl speed on characters, which is really only usefull for Rifleman (and bio engineers I suppose).
