I have just one suggestion, if I may. I think that maybe you should keep the "Shout spam is now on a timer" sticky until the end of month or two. By then, people would probably forget about the whole issue that lead up to that point. It would also preventposts like "what's the timer for?"

This is assuming that the post "How to make the most of your skills" is adjusted to let people know that the shouts are on a timer now (which I noticed isn't on your list!)
