Well, at aleast you're doing it right. 
Evidently, GroupChat, GuildChat, Tell, and Friend Lists are broken right now on a number of servers. That may be why you can't generate a /sys message.

Oh poo.
Well, in the meantime, I'm liking all the juicy stat bonuses and our Robocop pistol. With chitin armor and a composite helmet, I really do look like Officer Murphy!

Did you ask other players if they get it?
Check under options, i think it's in the misc section, it system messages are enabled for you.
If you disabled them, you'll never see your messages there.
