I'm inclined to believe that [outdoors_squadleader-offense_03] is Strategy III. I'll try to confirm.

well i got mine today

at 0404 squad leader i was able to bio-link and equip it

The quest is the Warhoof wager with Sordaan in the Etyyy hunting grounds. Dead easy with a 2-man group (lvl 80s).

anyone have a pic of this gun...I am somewhere in the middle of the Hunting grounds quest and this has perked my interest in completing them

Its a model of the flare pistol I think. Or so the ones I seen yesterday were, and they were strategy 3 like he said. They werent very good damage but had some ok stats which is good enough for a pistol.

Mine is 325 base damage... that's pretty decent if you ask me.
