What is debatable? It very much works with the SL branch. Just have someone without Terrain Negotiation run up a hill, and then group them and have them do it again. Very noticable difference. Now, someone who already has TN will not notice much, as anything over 50 does not increase hill speed instead it increases crawl speed.

I see it work all the time myself. The one person (ugh, good person, just one not good) I see her doing wonders on hills. And she doesn't have any TN.

I think what he may have been refering to is when an existing group invites a SL and makes them lead. Often times, the TN skills don't kick in, and thus are indeed bugged....and yes, this does happen as I say it last night when I (scout0004) crawled up a hill with the rest of my group cralwing with me...as I was the lead and eventually hit retreat to get their butts to the top .
So, yes, there is a bug. It seems to happen when a SL that is not lead of a group is made lead. Its as if non of their innate group skills are kicking in. Naturally this is likely affecting the group ranged and melee defenses as well, but +30 is kinda hard to test and verify with.
