It would be great though if this could be done by people of a high rank instead. No group necessary, and it fits more in line with the whole military thing.

Not Rebel/Imp? Not gonna be able to Declare, plain and simple, Whats that got to do with anything? lol
We had something like this under discussion in a slightly better concept already in another thread. The result we came to looked like this:
The concept would be that an SL can change the declaration status of all members of his faction in his group... not only to make them SF, but he could also bring them to combatant or on leave. He would be unable to affect people of other faction, though.
The deal for unfactioned SLs would be that they can only bring people to on leave, but he would be able to affect people of any faction. I think there are not many who didn't have the problem yet, you go hunting with a quickly assembled group and there are just one or two people in group who are declared and can't be buffed/healed/etc... a neutral SL could quickly fix that. [Makes best sense for the neutral SL for me... bringing his group to the best status for non-factional missions.]
