do the CA's that have group terrain negotiation work only for squad leaders or can anyone have them in their clothes and group up with other non-squad leaders and get the negotiation bonus?

As it's not linked to a skill, you may benefit the bonus

Keep in maind that group terrain negociation only works when you are the group leader.

yes i did test it out and when i was the leader i got the +25 bonus from the skill tapes. thanks for the answer.

after +50 TN, does it even matter? I'm under the assumption that after +50 TN it only effects crawl speed.

Yes, all points of terrain negociation above 50 gives you more speed when crawling.
Not really uselfull to anyone, but riflemen do love it since the crawl a lot
