Direct from the Dev's on the Correspondent forums, for anyone who has a class with a Knockdown skill:

"This impacts almost all ofthe combat professions: Now when you knockdown a creature or NPC, they'll stay down for a couple of seconds. If they are dizzy, they'll probably fall down again trying to stand back up (and will stay down for a couple more seconds).
