First I've heard of it.
You may be thinking of the incoming XP nerf. Right now you can realistically master SL in about 3-8 hours. I've seen people do it in as little as 30 minutes. Supposedly in Pub9 they will be reducing the rate at which you gain XP, so mastering it will become an accomplishment rather than a fun way to waste an hour.

hehe i am racing to master SL right now, doesn't take long though only my 3rd Hour at Ft. Tusken and I have 4-3-1-4, but that npc trainer does really bit you in the ass with training costs....

I feel your pain. I mastered SL not long ago, and had to pay for all-but-one of my skills. Luckily I had a little bank built up from leveling Carbineer shortly before this.
Looking forward to the SL revamp and hoping to hear planned changes soon.

Problem with quickly getting through it is finding an available trainer. I was at the Geo cave with my guild last night, maxed my xp, and it took over half an hour one way to get to a trainer. If there were more Squad Leaders this wouldn't be an issue, but I don't think I'd really like to see more anyway.
Maybe I should just get my xp at Ft Tusken.
