I like it. It can really make a difference in a group but you have to have a group for any of the skills to work.
2. What works and what doesn't?
The skills mostly work, they just don't do much most of the time. You will notice a difference in a group (if solo, make sure to pull out a pet of some sort so you get the bonuses). The main problems I have with the skills are the failure rate and HAM costs. I often end up needing to use rally more than 5 times for it to stick (which ends up draining my mind pool). And many of the skills are very special purpose (distributing wounds [good for CMs using mind heal], dizzy/stun cure [good only if the enemy uses dizzy or stun], group burst run [very good for PvP and mobs that like to run but not quite so useful for enemies that stand and fight], etc).
3. What do SLs as a whole expect from the CB? What do the Devs think of SLs in regards to the CB?
I don't know. You'll have to ask someone who is a bit more regular to the SLforum. I'm hoping that HAM costs and failure rates will go down and that some extra skills will be thrown in. I'm guessing we'll get quite a bit (as we have a Revamp scheduled at the same time as the CB). I'm personally hoping we get some sort of extension to camping (I like camps but they have limited use right now and the SL prereq doesn't really make much use of it, although I'm probably a bit biased given my template).
If any of these are addressed somewhere and I missed it, please direct me to the proper place. I did go through some of the stickies up top, but I'm sure I didn't see everything.

I was under the impression that very few (as few as only one) of the skills actually worked. I'm glad to hear that they 'mostly' do despite failure rates and limited usefulness, though I'm not sure what exactly to make of what you said about Mind drainage. Do all SL specials use Mind or a mix of all 3 pools or what?
I forgot about the SL revamp, but remember seeing that on the schedule now(in a furure far, far away if I recall). Is this supposed to mean that little SL love is due in the CB or just that you'll hopefully get twice as much attention when the devs finally get around to it?

In my experience, the majority of the skills do work. A group with a Squad Leader is more effective than one without one. Thegeneral modifiers (such as melee/ranged defense and terrain negotiation) are very noticeable. Curing dizzy and stun really helps on enemies like the big krayts, goraxes, and peko peko albatrosses who do AoE knockdown/dizzy combos by helping keep your tanks on their feet and actually tanking the enemy instead of having it run around crazily. Sharing out the wounds lets CMs use their mind heals without quite so much of a worry and helping out against diseases and flames. Group burst run can really help in PvP by helping your meleers close on the enemy and letting your ranged players keep out of melee range. Steady Aim can help when dealing with defense stacked enemies or less advanced players. Rally improves the fighting skills of your force but also prevents things like rezing or sitting or harvesting. But, given the skill point requirements and the complete lack of solo skills, what you get is a bit limited. I do find it fun, though.
As for the specials, It's not only mind costs but the mind drain is the worst for me. A brandy or two and buffs should fix that completely, though. I just don't buff for normal play and so it is quite noticeable (especially given the high failure rate).
The SL revamp is actually scheduled for the same publish as the Combat Balance. So it might just be the Devs saying that they plan to spend a bit of extra time on SL along with all the other professions but there will probably be quite a bit of new stuff thrown in.
As you seem to be on Eclipse, let me know if you need training and can't find anyone else (it costs quite a bit to use the NPC trainers).

It's been a ton of fun for me so far, and I just started.
If you go to Fort Tusken or the Geo Caves, /yell "Squad Leader forming group - PST for invite" and people will flock to you, it's awesome.
And the bonuses are pretty sweet so far. Don't have them all yet, but looking forward to it (0/0/4/0 right now).
