Can squad leaders heal their own dizzy? Can they heal it while dizzy-kd'ed is what I mean.

A squadleader can not use FormUp command while he or she is dizzy(it may be when they are stunned) Either way we can not cure Dizzy while we are dizzy and Kd'ed, we need to be able to stand to use the command. (someone else give some input on this, im not 100% sure on the answer)

What are the ham costs for SL specials? Decent/bad/outrageous?

SL abailities take toll on mind and action. as long as you are buffed and have muon/brandy they will usually not dent your stats. If you are unbuffed, the Action and Mind costs can be fatal. Usually if I am not buffed, I wont attack, I usually concentrate on keeping my ham for the skills.

Is SL something I can dabble in or is it better to just master it?

I am sure that everyone here has different opinions, but I would say just master it, that way you get all of the bonus'. If you were to dabble in it, I would go up Leadership and Strategy.
